What is the General Fund?
A Fund of a city is no more complicated that having a checking account. The Bank in this case is the city of Lincoln. First thing to remember is that all the Funds in the city are really co-mingled, much like a bank is co-mingled. When you deposit money in a Bank account they don’t take your money and put it in a lock box, they put it in a vault, where it is mixed with other money, and then they record the fact that you have deposited that money.
